I started this process May 2014, and is been almost a year and still have not closed on this deal. This has been the the most incompetent group of people ever!!!

They're not on the same page, there's no communication among their staff. This has caused so much stress! I can't believe how much they make NACA sound so good, but in reality they are the worst. I wish that would of gone to NHS instead.

But, at this point we have put in so much money already for inspections, evaluations and fees that I cannot back down. So... I would not recommend anyone to go to NACA, go to NHS. I'm sure they have it better together and will consider the client to be important.

While in NACA I've had disrespect, they were very inconsiderate and disregarded my concerns. SO PLEASE DO NOT EVER GO TO THEN!!!

I closed on a property on April 24th, 2015, threw the Chicago NACA program. The rehab work was cleared to start on the 8th of May.

It should have been finished on July 18th, 2015 (it has NOT) It has been a NIGHTMARE / MONEY PIT ever since.

On May 19th 2015 I sent a text to the contractor in regards to the lack of rehab work that had been done at that time & the time line in which the project should be finished. The Contractor called me back early that same morning about my issues, but he did not start the demo process of the kitchen and bathrooms for another 2 weeks.

I contacted the NACA organization who helped me purchase the property and provided the contractor information any my issues toward the project and the time line. I was told that the contractor was still in the time line needed to complete the project and to pretty much wait --- please note that I bought a 2 flat building & it needed work throughout the entire building & basement area that mold and other things needed to be removed, tested and have the City come out and inspect that work.

Around the end of June I was in the property with my sister & a friend and the plumber was there working. My friend asked the plumber certain questions about the work being done and the size of the pips.

The plumber went on to tell us that a couple of times he had told the contractor that certain things should be done differently and added to the scope of the work being done. Such as making a doorway bigger & expanding an area where the laundry room would be (to make room for the pipes needed for the washer / dryer) & the machines. That vents were needed in certain areas, that pipes should be larger, the contractor told the plumber that it would be done after the city inspection.

After that conversation with the plumber (the man the contractor hired) I was very uneasy with what I would be getting in the end. I felt that the GC was cutting corner to save him money and not thinking about the way my property would function after the walls were closed and appliances were being used.

Nothing in my house would work right. Water flow would be bad and I want even think about the electrical system --- I felt I would be living in a Death Trap for the next 30 years.

Not to mention at that time GC had not pulled a permit to do the work needed. I didnโ€™t find that out until after he was fired on July 1st. Now the NACA group is making me find a licensed plumber that is willing to pull a permit for the plumbing that was done (by someone else) --- or I could be fined by the city.

I am a 1st time home buyer. I would have thought that GC, who has been a contractor for over 8 years would have known not to start a project without pulling the proper permit. But once again. He is cutting corner to saving himself money.

Not only that, but the demo that was done. The garbage was all left inside my building, some he did put outside in my back yard. I have black bags of walls in my building and in my back yard. He did take the cabinets off the walls but he left those in a bedroom --- he never got a dumpster for the demo.

So I am left to handle that as well --- I have 2 floors of black garbage bags & toilets in the living room areas. I have pictures, text and emails of everything I am saying. The GC, received a material draw for the start of my rehab (& the items were picked up by the contractor), the check was made out to Home Depot threw the NACA Program ---- but the funds have been added to my mortgage. The property I bought was $130K, my rehab project was a little over $77K that dollar amount was added to my mortgage bring the total to a little over $216K that I must pay back.

And the contractor is treating my Rehab Project as if it is nothing. Now since I have fired the contractor, I have asked a number of times about my materials since July 1st and on August 18th he texted me to say that he would get the items ready for me then about 2 minutes later he told me that the items were stolen & that I would have to take that dollar about (over $6K) out of what he would have been paid. The GC, was not going to get paid because he started working on my project without a permit NACA was not going to cut him a check because he was working illegally in my building ---- I feel that GC knew this because he has worked with NACA for over 10 years. Please note that the NACA inspector who did inspect the building on July 16th stated that if the GC was paid he would not get much because not a lot of work was done.

---- I have the NACA inspection report if needed. So the GC was fired for being incompetent and untrust-worthy & materials that were in the GCโ€™s positon is missing & somehow he is not responsible for them ---- how is that legal?? Once again, I have emails, text & pictures of the property if needed. And to make matters worse, I am not able to live in the property, the only demo that was done was in the kitchen & bathrooms on both floors (in over 2 months thatโ€™s the ONLY demo that was done).

I have been paying a mortgage since June and I am unable to live in the building. NACA & the contractor has cost me time & money and even though the contractor been fired, he is still costing me money. I have a property I canโ€™t live in --- but must pay over $1400.00 a month for, Rent for an apartment I canโ€™t move out of & (2) sets of utilities. And let's not forget sbout the HAND Dept., that has my rehab money --- they takes 2 or more weeks to reply to emails or calls.

But they have my money. Money that has been added to the length of my 30 year loan/ morgage.

Money that I have to pay back NOW, even though I am unable to live in the property. This should be against the LAW.

I agree! It took me 6 months from beginning to end and I submitted all the paperwork in a very timely manner because I am an executive assistant and am on top of paperwork.

I even date/time-stamped everything I sent so when they asked for it again and again and again they could see when I originally sent it all. My mortgage consultant was so busy and NACA put such restrictions on when they could meet with each client and for how long AND they pay them pennies so no wonder they have incompetent people! No one else who is highly competent will work for pennies and they overwork them without giving them appropriate training. Their communication system is archaeic.

Use email NACA! One that works! Invest in a better server! Go to training on customer service and efficiency.

They used to charge $50 a month on top of your mortgage for the first 5 years of your loan, but apparently since I've gotten my loan they dropped that so what the heck am I paying for that no one else is anymore?!
